Adapting to developments of the pandemic, NTU has adopted the following emergency response measures concerning animal testing

1.Submissions for case review

In response to the development of Severe Pneumonia with Novel Pathogens, the acceptance of in-person submissions of animal experiment applications to the Shui-Yuan Campus office is suspended. The principal investigator must send relative documents via "official document mail delivery" or "electronic scanned files (including signature page)" .  If NTU switches to online teaching and office services, the alternatives for sending and signing documents are as follows: the principal investigator shall send the file of the animal experimentation application form tontuiacuc@ntu.edu.tw, and inform the relevant project personnel (including actual executive personnel, manager of animal facilities, head of animal facilities, and supervisor of animal facilities). Not submitting will be regarded as agreeing to the content of the project application.

2. Emergency response plans for animal facilities:

Please refer to the following regulations when drawing up relevant emergency response plans for each NTU animal facility: "Guidelines for the Care and Use of Laboratory Animals" from the Executive Yuan's Council of Agriculture and "NTU Guidelines & Procedural Standards of Animal Subject Care during Weekends and Fixed Days Off". 1. Planning the rotation of personnel to ensure that animals are properly taken care of during the state of isolation.

2. The emergency response plan book shall list necessary members, with specified responsibilities and contact numbers. Training regarding their duties shall be provided in advance.

3. In the case that an unexpected event were to seriously hinder animal care operations and harm the physical and mental health of the animal, and that the animal cannot be relocated or protected, the said animal shall be euthanized in a humane manner.

4. The emergency response plan should include details on how to preserve animals needed for important research.

Additional information regarding emergency response planning:

A. Under normal circumstances:

1. Plan rotation and diversion of operation personnel at animal facilities. Establish work timetable for feeders and experiment personnel to enter the facilities during different time periods. 2. List the personnel's responsibilities, contact information, and backup personnel. Each job should have 1 to 2 backup personnel. 3. Regarding personnel training, personnel should learn about the tasks of others in case of emergency. For example:

  • Washing of cages and containers
  • Autoclave sterilization
  • Separating animals in a new cage/container, creating an inventory of cages/containers: please place the least number possible.

4. Please evaluate whether or not essential materials will be available for at least 1 to 2 months. Ask suppliers if said materials can be provided. Essential materials include:

  • Animal feed and bedding
  • Personal protective equipment
  • Disinfectant and cage cleaning supplies
  • Hand sanitizer for personal hygiene

B. If NTU suspends on-campus classes, backup plans and closing of animal facilities are as follows:

Personnel responsible of animal facilities are required to submit contingency measures to IACUC so that relevant contact persons can be determined and the final closure measures can be implemented.

When the majority of personnel are unable to get to NTU and take care of the animals as regularly scheduled, then the "Backup Plan" shall be adopted.

  1. Postponement of cage (container) replacement schedule
  2. Postponement of washing schedule
  3. Preemptively arrange the freezing of embryos of valuable species strains
  4. Handling of any issues which are not mentioned in these instructions: must first receive the approval of IACUC

If there is no manpower to take care of the animals for a long time, adopt the "Close Animal Facility Plan".

  1. Preemptively consider suitable animal facilities for housing animals, and distribute said animals to other facilities.
  2. If the animal cannot be housed, the animal shall be euthanized in a humane manner.

3. Random examination of animal facilities in May: May be postponed according to the announcement regarding the state of the pandemic.
