1. Related regulations on the eligibility of voters and candidates of labor representatives are as follows:

(1) According to Articles VII and VIII of the Regulations for Implementing Labor-Management Meeting, workers at the age of 15 have the rights to vote for and to be elected as labor representatives. High-ranking executives who exercise management authority on employers' behalf may not be elected as labor representatives. Article X of the same regulations stipulates that "all labor-management meeting representatives shall serve a 4-year term" and that "the representatives for the labor side may serve a following term if re-elected."

(2) According to the official document (code: 台勞資二字第0036547號函釋) issued by the Council of Labor Affairs (now Ministry of Labor) on Aug. 10, 1999, and the official document (code: 勞動關係2字第1030058637號書函) issued by the Ministry of Labor on Apr. 21, 2014, an employment relationship shall exist between business entities and workers to whom Articles VII and VIII are applicable.
