Procedures
  • Application:
    Principal investigators shall confirm whether a student part-time assistant is recruited as a learning-oriented or employment-based assistant, and shall reach a consensus with the student on their rights and obligations.  Please refer to the Project Personnel Employment Application System for the employment application of employment-based or learning-oriented student assistants.
    Both project research scholarship recipients and project employee-oriented assistants should refer to the 研究計畫兼任助理學生專區 for online confirmation and agreement of the hiring type. (Students from other universities please click the link in your email.) Project employee-oriented assistants should confirm the hiring type within 7 days prior to employment. If the confirmation process is not completed within the required time frame, the employment application will be canceled by the system automatically.
    After the online employment application is filed and confirmed by part-time student assistants, please follow the instructions below:
    1. For NTU students who apply to serve as part-time learning-oriented assistants, after the employment application is reviewed online by the Division of Research Project Affairs, please print out the application form with the watermark from the online system, and acquire the administrative stamp of approval before proceeding to other procedures. (If your student ID number is not exported by the online system, please go to the Office of Academic Affairs - Graduate Academic Affairs Division for confirmation of your student profile information. )
    2. For students from other universities who apply to serve as part-time learning-oriented assistants, please print out the application form and attach relevant documents before proceeding to approval procedures.
    3. For students who apply to serve as part-time employment-based assistants, please print out the application form, the employment contract, and employment checklist, and attach relevant documents after entering data into the online application system. The printed documents should be submitted to the Division of Research Project Affairs within 3 days prior to employment. (Application documents for employment-based assistants of colleges of medicine and public health shall be submitted to the College of Medicine Branch Office of Research and Development.) Employment shall not start before the employment application is approved and the insurance enrollment process is completed. The employment contract may not be backdated. 

Notes:

  1. Employment of all types of research project student assistants shall be applied in advance, and the employment period shall not start before the application is approved.
  2. To protect the rights of research project part-time student assistants, after the employment application is approved, remuneration or research allowance (scholarship) shall be paid on a monthly basis.
  3. Principal investigators and student assistants may print and keep the "Research Project Part-time Student Assistant Agreement on Learning-oriented or Employment-based Relationship" after online confirming. If necessary, the agreement shall be printed and submitted to project implementation units (colleges, departments, or research centers) for any future reference.
  4. If the employment of part-time learning-oriented student assistants can not be applied in advance for reasons regarding the research projects or other special reasons, the application and approval procedures shall be completed within 2 months after the first day of employment at the latest. Late submissions will not be accepted.
  5. After the online application of hiring part-time employment-based student assistants is completed and confirmed by the students in question, relevant documents shall be submitted to the Division of Research Project Affairs within 3 days prior to the beginning of the employment period. Employment shall not start before the application is approved and the insurance enrollment process is completed. The employment contract may not be backdated.
  6. The hourly wage of research project part-time employment-based student assistants shall not be lower than the statutory minimum hourly wage or higher than the maximum of 300 Taiwan dollars per hour (starting from Jan. 1, 2022). An hourly wage higher than the maximum stipulated shall be approved by the Executive Vice President for Administrative Affairs through special official documents in accordance with NTU's "計時/計日臨時人員薪資標準". The monthly remuneration of part-time assistants shall not exceed the maximum monthly remuneration stipulated by sponsors.

 

  • Application for Early Termination: To protect the rights of research project part-time student assistants, changes of employment period, remuneration, or scholarship are not allowed.
  1. Employee-oriented assistants should go through separation and insurance withdrawal procedures before proceeding early resignation and termination of the contract. (Please refer to the file: Sponsored Project Employee-Oriented Assistant Separation Procedural Checklist.)
  2. Research Scholarship Recipients shall complete the online applications on the " Research Assistantship Stipend Recipients Termination of System" for early termination of service in accordance with applicable regulations.

 

  • Notes
    1. Research project part-time employment-based assistants shall sign in and out in person in accordance with agreed working hours. (Please refer to the file: Sponsored Project Employee-Oriented Assistant Attendance Management Timesheet.) Work and rest hours, leaves, rest days, and fixed days off of the assistants shall be arranged in compliance with the Labor Standards Act. Principal investigators shall take notice of the attendance of part-time employment-based assistants and keep the attendance record on file for future reference. The attendance record of assistants shall be kept for five years starting from the first day of separation in accordance with NTU regulations and the Labor Standards Act.
    2. Project execution units (colleges, departments, or research centers) shall protect the rights of part-time research project student assistants (including NTU students who serve as research assistants outside NTU) in accordance with 國立臺灣大學勞僱型學生兼任助理勞動權益保障處理要點 and 國立臺灣大學獎助生權益保障處理要點. The implementation units may stamp and approve relevant documents based on their jurisdiction over and responsibility for personnel management matters. The project implementation units shall assist principal investigators in the management of and dispute resolution with part-time student assistants in accordance with labor regulations and related student norms. Each unit shall keep written records of dispute settlement for future inspection.
    3. Principal investigators and project implementation units may contract natural persons to complete specific tasks (i.e. poster design, translation, and typing) through labor contracting in accordance with regulations of sponsoring organizations. Labors shall be procured in compliance with the Government Procurement Act. Contracted natural persons do not need to be employed as temporary personnel. Q&A

 

  1. Are Mainland Chinese students eligible to apply to serve as part-time research project assistants?
    1. Mainland Chinese students can only apply to serve as part-time "learning-oriented" student assistants under research projects not funded by the government.  2. In accordance with Article XIV and Article XV of "Regulations on Mainland Chinese Students Attending Junior College or Other Higher Education Institutions in Taiwan" and the official document of the Ministry of Education (code: 臺教高(四)字第1020140814B號令) issued on Jan. 22, 2014, while studying in Taiwan, Mainland Chinese students shall not take part-time or full-time jobs except for course-learning or service-learning project research assistants enumerated in the above-mentioned official document. Central government agencies and their subordinate entities shall not budget for scholarships or aids for Mainland Chinese students. Schools shall not use central government funding for the purposes of scholarships or aids for mainland Chinese students.
  2. Why can't students apply to serve as temporary personnel? 
    In accordance with regulations of the Ministry of Education on part-time student assistants, students can only serve as learning-oriented or employment-based assistants. Students who work as temporary personnel in seminars or other events may apply for employment as part-time employment-based assistants.
  3. What if students do not receive email notifications delivered by the online system?Free online email accounts are more prone to system instability and thus might not be able to receive employment notification letters. Sometimes the letters might be classified as spam emails. We suggest using university email accounts.
    NTU part-time student assistants can confirm the hiring type through myNTU "Research Project Part-time Student Assistant Section".
  4. How long will it take for the online employment application of NTU part-time learning-oriented assistant to be reviewed?
    If the buttons of "Edit" and "Notify the students via email for confirmation" appear in the Status column of "Cases applied but not yet approved" on the applicants' page, it means the students haven't yet confirmed the hiring type online. If the "Print the agreement" button appears in the column instead, the student has already confirmed. Case officers of the Division of Research Project Affairs review applications online every other day, but the review process might take longer when there are more applications.
  5. If the application had been filed before the online system was updated on Sep. 14, is it required to apply for employment and confirm the hiring type again on the system after Sep. 14?
    1. If both the online application had been filed and reviewed, and the hard copy of the agreement on the hiring type had all been signed before Sep. 14, the employment application procedures are completed and there is no need to reapply on the updated online system.  If the application was filed after Sep. 14, it is not required the agreement on the hiring type affixed with the reimbursement form because both the employment period and the hiring type have been specified on the application form after the principal investigator and the student confirmed online.
