2.For Category A or Category C cooperation projects,please take advantage of the agreement templates provided by the University to expedite processing.
3.Projects that involve intellectual property rights or projects for which the NTU agreement template has not been adopted should be negotiated through the Division of Industrial-Academic Cooperation.
4.The various cooperation models are explained as follows:

  • Category A: For a project jointly undertaken by NTU and a government agency or institution, no less than 10% of the budget should be allocated as administration fees.In Template A, there are three different manners in which the research achievements resulting from the project may be assigned. Choose one accordingly.
  • Category B: Projects that involve intellectual property rights, in principle no less than 20% to 25% of the budget should be allocated as administration fees. For Template B, the various manners in which the research achievements resulting from the project may be assigned are explained as follows:

  • Category C: Template C applies to technical services projects that do not involve intellectual property rights and that the NTU's partnering institution is not entitled to any intellectual property rights or permitted to utilize the research achievements in profit-seeking endeavors. No less than 15% of the budget shall be allocated as administration fees.
  • The principal investigator of a Category B or C industrial-academic cooperation project shall complete a Industrial-Academic Cooperation Disclosure of Interest Statement. In the event of a conflict of interest, all research achievements shall be assigned to NTU.

Notes:

  1. To apply, the principal investigator will register with ORD's online "Research Project Tender System", print out the application form, attach supporting documents, and proceed with the approval and signing procedure before submitting the application package to ORD. * If the project is a technology research project commissioned by the Ministry of Health and Welfare and National Health Research Institutes, a new tender must be created! ( Documents automatically generated with the application are for informational purposes only. If necessary, create a separate document using the new NTU Official Document Management System)
  2. Pursuant to Article 33 of the Enforcement Rules of the Government Procurement Act, "There shall be only one tender submitted by each tenderer in each procurement." For this reason, if two or more faculty members apply for the same project, they are requested to submit their proposals (or service recommendations) to ORD, which will review and select the winning tender to represent NTU.
  3. Refer to the Personnel Department website for NTU's total number of employees, number of employees with disabilities, and number of indigenous individuals employed.
  4. Pursuant to Subparagraph 1, Paragraph 1, Article 30 of the Government Procurement Act and to Article 5 of the Regulations for Research and Development Operations Entrusted by Entities, NTU may elect to waive the bid bond or guarantee bond.

Notes:

  1. Download the appropriate application form according to the category assigned to the commissioning department/division:
    (1) Government Agency/Institution Project
    (2)Non-governmental Organization Project (enterprise, non-profit organization, or foundation)
  2. Create a contract or agreement and provide an agreed-upon number of copies thereof
  3. Complete the Industrial-Academic Cooperation Project Application Form and secure seal approvals from the principal investigator, head of department/director of institute, and dean of college. The PI will also need to sign the contract/agreement next to the seal impressions.
  4. If it is necessary to send a cover letter to the commissioning department/division, please draft the document from one of the standard ORD templates (F-H) on the NTU Official Document System and dispatch it after it has been approved and signed.
  5. Prepare a package containing the application form and the contract/agreement. Submit the package to the Division of Research Project Affairs if it is a government agency/institution project. Submit the package to the Division of Industrial-Academic Cooperation if it is non-governmental. Then submit the package to the Accounting Office and the the Cashier Division (if a receipt has been issued).
  6. Administration fees are assessed in accordance with the provisions of the National Taiwan University Guidelines on Industrial-Academic Cooperation Projects.
  7. A project with annual funding of at least NT$3 million requires endorsements from the Office of the Secretariat and the Office of the Executive Vice President, which holds authority over final approvals. The project is also to be reported at the Administrative Meeting on a periodic basis.
  8. Pursuant to Article 6 of the Stamp Tax Act, the contracts and agreements entered into by NTU are exempted from the levy of stamp tax.

Create a new project on the Project Application and Tender Seal Approval System and print out the application form to begin the application review process.

 

The Forms (1) through (3) below will be generated by the system when a project has been selected and created:
