Article 1 National Taiwan University (NTU or “the University”) Office of Research and Development establishes the Center of Industry-Academia Collaboration (“the Center”) in accordance with Article 24, Paragraph 1 of the University’s Organizational Charter to promote the accumulation and diffusion of knowledge and broaden the scope of education, training, research, and service at the University, with the ultimate goal of benefitting the nation’s educational and economic development.
Article 2 A director with rich experience in industry-academia collaborations from within or outside the University shall be appointed by the President at the recommendation of the Vice President for Research and Development to oversee all matters related to the Center. The director shall serve a two-year term and may be appointed consecutively. Two to three Chief Executive Officers or Associate Directors may be appointed to assist in handling the Center's affair.
Article 3 An advisory board (“the Board”) shall be established under the Center to provide consulting services and review matters involving the Center.
The Board shall consist of 9 to 15 members, with the Vice President and Deputy Vice President for Research and Development serving as ex officio members. The remaining seats shall be filled by scholars and experts in a related field from within or outside the University as recommended by the director of the Center, approved and recommended by the Vice President for Research and Development, and appointed by the President.
The Vice President for Research and Development shall serve as convener of the Board and chair of all its meetings, which shall be called at least once per semester.
Article 4 The Center may establish functional divisions or centers. The responsibilities of each division or center are listed as follows:
1. Industry-Academia Collaboration Planning Team: Handling of matters related to inter-team and interdisciplinary industry-academia collaborations, including contract negotiations; regulatory work such as establishing and amending systems and regulations; establishment of an industry-academia collaboration platform; and organization of intellectual property rights training workshops
2.Intellectual Property Management and Promotion Center: Grouped according to respective business functions
1)Intellectual Property Management Team: Management of technology-related R&D results, patent application and maintenance; protection of other intellectual property rights; and intellectual property management, evaluation, and value-added portfolio services
2)Technology Transfer Team: Licensing and promotion of R&D results-related intellectual property and technologies; and matchmaking and contract negotiations for general, non-technology transfer industry-academia collaboration projects
3.Innovation & Incubation Center: Provision of space, equipment, technologies, human resources, business support, IT support, and administrative support to increase start-up success rate
Article 5 The Regulations shall be passed by the Administrative Meeting and then implemented on the date of promulgation.
